I wondered at first when I saw this, then it occurred to me right: omni (all, like omnivore) + "shambles" (a complete mess).

Translation that first springs to mind:
- der super-GAU

As Laura77 pointed out, the word comes from a comedy show on British TV called ‘The Thick of IT’.

It means ‘shambles’ (http://de.pons.eu/dict/search/results/?q=shambles&l=deen&in=&lf=en&kbd= ), with ‘omni’(= all or every) acting as an intensifier.
