Als Beschwerdeführer kann auftreten, wer Empfänger einer Entscheidung ist oder wer von einer Entscheidung unmittelbar und persönlich betroffen ist.
Die Verfahrensbeteiligten können an Beschwerdeverfahren beteiligt werden; das Amt ist stets an Beschwerdeverfahren beteiligt ( Artikel 68 ).
Sofern das Amt nicht anders entscheidet, hat eine Beschwerde aufschiebende Wirkung ( Artikel 67 ( 2 ) der Verordnung ( EG ) Nr. 2100 / 94 des Rates ).
