"it has but rarely been an obstacle to....". has it rarely been an obstacle or pretty much always been an obstacle?

Hi sof,

Here, 'but‘ means something like only.

So, “it has only rarely been an obstacle to...” i.e. not very often.

Another example of this is in the phrase “We can but try”.

I think it sounds a little old-fashioned.
