Die legalistische Sichtweise begreift den informellen Sektor als die Summe der Kleinunternehmer, die wegen unzumutbarer Kosten und bürokratischer Hürden aus dem formellen Sektor ausgegrenzt sind.
Die voluntaristische Sichtweise führt die Entscheidung der Kleinunternehmer, sich informell zu betätigen, auf ein Kosten/Nutzen-Kalkül zurück.
