Bei dem Projekt des Bauherren Paul Tishman handelt es sich um die Errichtung einer Wohnhausanlage im Rahmen des „ Mayor ’s Committee on Slum Clearance “ als Superblock , der aus drei parallel zueinander angeordneten , 17-stöckigen und annähernd 200 Meter langen Wohnblöcken bestehen und 2004 Apartments beherbergen sollte .
Den ursprünglichen Entwurf zu verbessern, war für ihn keine Frage des Dekors, sondern die Möglichkeit, progressive Ideen umzusetzen.
